Then you are half way to de-dollarizing. The old pennies were worn. The mint tried to issue new (full weight) pennies, and they were hoarded while the old ones circulated. Eventually the mint found that by devaluing the pennies (i.e., issuing new pennies of reduced weight), they could get the new pennies to circulate.<br /><br />I don't think this affects your main point.
