Thus any tax authority that regularly has its agents go out and conduct trial purchases will be able to catch them and slap the owner with a hefty fine.<br /><br />Now, of course, it is entirely possible that business owners decide that the expected value of fines is lower than the expected value of the unpaid taxes.
